Editorial Note
The closest any war powers challenge came to passing. Massie and Khanna co-led the House version, and the final count was 212-219, just four votes short. Only two Republicans voted Yea: Massie and Warren Davidson, both libertarian-leaning members with long records of opposing unauthorized wars. Four Democrats voted Nay: Henry Cuellar (TX), Jared Golden (ME), Greg Landsman (OH), and Juan Vargas (CA). Flip those four Democrats and you have a tie. Flip one more Republican and the war powers resolution passes.
