Delia Ramirez, Sara Jacobs, Pramila Jayapal, and Mark Pocan introduced H.R. 3565 on June 6, 2025 with 18 original cosponsors. It would withhold BLU-109 bunker-busters, JDAM guidance kits, and 155mm artillery shells from Israel until the Netanyahu government starts complying with U.S. arms-transfer law and the Leahy Laws governing military aid to human rights violators. Those are the munitions being used in Gaza. The Congressional Progressive Caucus formally endorsed it in September 2025, the first time the second-largest Democratic caucus has backed any bill limiting U.S. arms transfers to Israel. The bill has been sitting in the House Foreign Affairs Committee with no scheduled action.
