Summary

Would prohibit the use of US-origin defense articles in Gaza and the West Bank if Israel violates the October 10, 2025 ceasefire and 20-point plan, annexes the West Bank, or fails to address settler violence. Exempts defensive missile systems (Iron Dome, David's Sling, Arrow 3).

Editorial Note

Sean Casten of Illinois introduced H.R. 7645 to ban the use of US weapons in Gaza and the West Bank if Israel violates the October 2025 ceasefire, annexes the West Bank, or fails to address settler violence. It exempts defensive missile systems. The bill creates an end-use monitoring group and congressional oversight mechanisms, both of which already exist on paper under the Arms Export Control Act but have never been enforced against Israel. The bill is in the House Foreign Affairs Committee.
