The second pre-war attempt, and the closest any war powers challenge came in the Senate before the invasion. The margin narrowed from 47-53 to 48-51, meaning at least one senator flipped. The resolution was written broadly, covering all unauthorized hostilities rather than naming Iran, which may explain why it picked up an extra vote. Still not enough. Four and a half months later, the bombs started falling and these same senators acted shocked that the president had gone to war without their permission.
