Editorial Note

Four months after the April votes, the number of senators willing to block Israeli arms sales nearly doubled from 15 to 27. That jump tells the real story here. Between April and July 2025, the death toll in Gaza continued climbing, the ICC issued arrest warrants for Israeli officials, and public opinion on arms transfers shifted measurably. 27 is still nowhere near a majority, but the trajectory matters. The arms sale opponents went from a fringe caucus to a sizable minority in under four months.
