Editorial Note
Four months after the April votes, the number of senators willing to block Israeli arms sales nearly doubled from 15 to 27. Between April and July 2025 the death toll in Gaza kept climbing, the ICC issued arrest warrants for Israeli officials, and public opinion on arms transfers moved. 27 is not a majority but it is almost double the 15 who voted in April, and that happened in four months.
