Two weeks after the first vote, Cory Booker brought the second attempt with Kaine, Schiff, and Murphy. Same result: 47-53. Same crossovers: Rand Paul the only Republican voting Yea, Fetterman the only Democrat voting Nay. The Foreign Relations Committee under Jim Risch refused to hold hearings on any war powers resolution, so Democrats had no choice but to keep forcing discharge votes on the floor.
