House, 119th Congress, Session 1

Summary

Non-binding resolution declaring that Israel's conduct in Gaza meets the legal definition of genocide under the 1948 Genocide Convention and calling for an immediate halt to U.S. weapons transfers.

Editorial Note

Rashida Tlaib introduced the resolution on November 14, 2025 with Ayanna Pressley and James McGovern as original cosponsors and 20 signatories at launch. It cites the findings of the UN Commission of Inquiry on the Occupied Palestinian Territory, the ICJ provisional rulings in South Africa v. Israel, Amnesty International, Human Rights Watch, and B'Tselem, all of which have concluded that Israel is committing genocide in Gaza. No other member of Congress has used the word from the House floor. The resolution is sitting in the House Foreign Affairs Committee.
